Title
Clearance and Payment for Imported Motor Vehicles
Law
Bc Customs Memorandum Order No. 026-2007
Decision Date
Sep 6, 2007
The amendment mandates that all imported brand new and used motor vehicles must obtain a Certificate of Payment from the port of entry, ensuring proper clearance and valuation checks before registration with the LTO.

Key Procedures for Issuance of Clearance and Certificate of Payment

  • All working documents related to imported motor vehicles processed at the port of entry are to be endorsed to the Vehicle Registration and Inspection Section - Office of the Commissioner (VRIS-OCOM) for clearance requirements.
  • VRIS-OCOM is tasked with reviewing the valuation of motor vehicles and validating submitted documents.
  • Upon verification, VRIS-OCOM issues the required clearance and forwards this clearance back to the port concerned.

Issuance and Distribution of Certificate of Payment

  • The port concerned will issue the Certificate of Payment upon finding the documents in order.
  • The port sends the green copy of the CP and a certified copy of the official receipt to VRIS-OCOM.
  • The importer or owner only receives the original official receipt.
  • For efficiency, the white copy of the CP is directly forwarded from the port to the Vehicle Import and Clearance Monitoring Unit (VICMU), which then transmits it to the Land Transportation Office (LTO) for registration purposes.

Repeal and Amendment of Conflicting Rules

  • All existing Customs Memorandum Orders, rules, and regulations that conflict with this amendment are considered repealed or amended accordingly.

Enforcement and Compliance

  • The order is directed for strict compliance by all relevant parties.
  • Signed and adopted by Commissioner Napoleon L. Morales on September 6, 2007.
