Creation of 2 RTC branches in Toledo, Cebu

Section 1 creates two (2) additional Regional Trial Court branches for Toledo City, Cebu.
The newly created RTC branches have their seats at the City of Toledo, Province of Cebu.
The branches are created within the Seventh Judicial Region.
Section 1 directs that the creation is for the purpose of stationing the branches at Toledo City, Cebu.

Section 2 requires the Supreme Court to assign the respective branch numbers for the newly created RTC branches.
Section 2 assigns the numbering function exclusively to the Supreme Court for the branches created under Section 1.
The assigned branch numbers apply to the two (2) additional branches created for Toledo City, Cebu.

Section 3 requires the Chief Justice of the Supreme Court, in coordination with the Secretary of the Department of Justice, to immediately include the implementation of the Act in the Court’s program.
Section 3 requires that the funding for implementation be included in the annual General Appropriations Act.
Section 3 provides that funds necessary for the operation of the newly created courts shall be appropriated and released only upon the actual organization of the Courts and the appointment of its personnel.
Section 3 conditions release of operational funds on completion of actual organization and personnel appointment for the created RTC branches.

Section 4 deems Section 14(h) of Batas Pambansa Blg. 129 repealed, modified, and/or further amended for the Act’s stated purpose.
Section 4 also deems other provisions of Batas Pambansa Blg. 129 that may be inconsistent with Republic Act No. 10519 repealed, modified, and/or further amended.
Section 4 effects amendment directly through a deeming clause affecting BP Blg. 129, as amended.

The Act was finally passed by the Senate on October 15, 2012.
The Act was finally passed by the House of Representatives on February 6, 2013.
The Act is described as a consolidation of Senate Bill No. 3032 and House Bill No. 6844.
