- Salaries generally decrease with lower city classification.
- Provisions for salary reductions upon city overdraft or revenue shortfalls, either by municipal board/city council or presidential authority.
Salaries of Provincial and City Fiscals and Assistants Based on Revenue Classes
- Salaries set according to province or city annual revenue classification.
- Includes provincial and city fiscals and assistants down to the fifth and remaining assistant level.
- Higher revenue jurisdictions receive higher salaries.
Appropriation and Payment of Salaries for Fiscals and Assistants
- Existing salaries of incumbent fiscals and city attorneys continued by provinces and cities.
- Differences between current and new salaries paid from national funds with an initial appropriated sum specified.
- Future needs to be included annually in General Appropriation Acts.
Automatic Elevation to New Salary Rates for Incumbents with Conditions

Exclusion of Certain Cities
- The cities of Manila and Trece Martires are excluded from the scope of this law.
Condition Precedent for Salary Increase
- No salary increase under this law unless all provincial or city employees and subordinates are receiving minimum wage as per Minimum Wage Law.
Standardization of City Fiscal Designation
- Positions titled "city attorneys" in chartered cities are renamed "city fiscal" for uniformity.
Repeal and Modification of Inconsistent Laws
- Prior acts, executive orders, administrative orders, rules, and regulations inconsistent with this law are repealed or modified.
Effectivity
- The Act takes effect on July 1, 1963.
