Issuing authority and adoption
- The administrative order is issued by the Land Transportation Office (LTO).
- The order is adopted under the signature of REMEDIOS A. SALAZAR-FERNANDO, identified as Officer-in-Charge.
Legal basis and predecessor provision amended
- LTO Administrative Order No. AO-91-008 amends Section 7 (2) of Administrative Order No. 3, Series of 1980, titled “Rules and Regulations on the New System of Registration Pursuant to Batas Pambansa Bilang 43, and 74 Amending Related Provisions of R.A. 4136, Otherwise Known as the Land Transportation and Traffic Code.”
- The amendment revises the plate color scheme stated in Section 7 of Administrative Order No. 3 (Series of 1980).
Motor vehicle license plate system
- The Bureau of Land Transportation (LTO) shall cause reflective number plates to be manufactured and issued to owners of motor vehicles and trailers that are duly registered with the LTO in accordance with the regulations.
- The identification numbers and letters on any motor vehicle license plate shall be permanently assigned to the motor vehicle for the entire period of its road worthiness, as determined by the Bureau of Land Transportation (LTO).
- The order adopts a plate color scheme under Section 7.
Plate color scheme by vehicle type
- For Private motor vehicle, the plate uses a white background with green numerals.
- For Public Utility Vehicles, the plate uses a black background with yellow numerals.
- For Government Vehicles, the plate uses a white background with red numerals.
- For Diplomatic Vehicles, the plate colors and markings are to be provided under a separate order.
