Registration and Practice of Professional Teachers
- Teaching at preschool, elementary, or secondary level requires registration and a valid professional license or special/temporary permit.
- Exemptions from examination for registration are allowed for:
- Holders of a teacher eligibility certificate issued by the Civil Service Commission and Department of Education.
- Registered professional teachers under National Board pursuant to Presidential Decree No. 1006.
- Teachers not practicing for 5 years must complete at least 12 units in education courses (6 units pedagogy and 6 units content) or equivalent training before practice.
- Para-teachers may be issued a two-year special permit if they fail the licensure exam by not more than 5% from passing score; permit renewable once for two years non-extendible.
- Para-teachers are assigned to areas with teacher shortages as identified by DepEd and ARMM education department.
- Special permits can also be issued to internationally recognized experts.
Transitory Provisions for Special Permits
- Special permits issued before effectivity expire based on granted validity (3 or 5 years).
- Only permits with 3-year validity may be renewed once for a non-extendible 2-year period.
Amendments to Terminology
- References to "Department of Education, Culture and Sports" (DECS) are changed to "Department of Education" (DepEd) for consistency.
Separability Clause
- If any provision is declared unconstitutional or invalid, other provisions remain unaffected.
Repealing Clause
- All laws, decrees, orders, and other issuances inconsistent with this Act are repealed or modified accordingly.
Effectivity
- This Act takes effect immediately upon approval.
