General Audience (G) Classification
- Suitable for all ages; contains nothing offensive to parents of young children.
- Material is wholesome with minimal violence and no sexually-oriented nudity.
- Language limited to mild everyday expressions; no strong or harsh language.
- Drug use content automatically elevates classification to PG-13.
Parental Guidance-13 (PG-13) Classification
- Parents are strongly cautioned; material may be inappropriate for children under 13.
- Children below 13 may view only when accompanied by an adult.
- Generally limited sex and violence; harsh sexual language can lead to higher classification (R).
- Emphasizes parental responsibility in deciding children’s viewing.
Strictly for 13 and Up (R-13) Classification
- Reserved for movies that surpass G and PG-13 in themes such as violence, nudity, sensuality, and language but do not meet R classification standards.
Strictly for Adults (R) Classification
- Contains adult content including vulgar language, considerable sex and violence, sexually oriented nudity, aberrant behavior, and drug use.
- Access restricted to viewers 18 and above.
- Does not imply the material is obscene or pornographic.
- Banned from television exhibition unless edited to conform to G or PG-13 standards.
Not for Public Viewing (X) Classification
- Applies to movies contrary to law, public order, safety, or legitimate public interest.
- Does not label films as obscene, pornographic, or seditious—legal terms reserved for courts.
- Automatically disqualifies the movie from television exhibition unless edited for appropriateness.
- Considered a ban on theatrical distribution.
- Criteria for X classification include:
- Appeal to prurient interest and gratuitous sex or violence by contemporary community standards.
- Lewd, offensive depiction of sexual acts or excretory functions.
- Lack of serious literary, artistic, political, or scientific value when viewed as a whole.
- X-rated films may be shown in venues outside MTRCB jurisdiction, which must enforce strict non-admission of minors.
- Such venues are not obligated to exhibit X-rated films and may refuse them.
Implementation and Compliance
- The amended rules took effect immediately upon adoption by the MTRCB Board via resolution in December 2002.
