Law
Lto Administrative Order No. Avt-2014-025
Decision Date
Apr 25, 2014
The LTO Administrative Order No. AVT-2014-025 amends the system of registration and plate number issuance for motor vehicles in the Philippines, implementing a monthly staggered system based on the last digit of the plate number and retaining the same alpha and numeric symbols for vehicles that change classification.

Law Summary

Retention of Plate Numbers Upon Change of Vehicle Classification

  • When a vehicle's classification changes (e.g., from private use to for-hire), the original plate's alpha and numeric symbols are retained.
  • Example: A Nissan Urvan with plate UAA-101 retains the same plate number even if classification changes from private (white background) to for-hire (yellow background).
  • Exception applies for diplomatic plates, which require issuance of a new plate set when classification changes.

Repealing Provisions

  • Prior rules in Section 2 (a) and (b) of Administrative Order No. 84AO-003 and Section 2 of Administrative Order No. 96-001 are superseded by this order.

Effectivity

  • The provisions specified in the administrative order take effect immediately upon issuance.

This regulations align with the LTO Motor Vehicle License Plates Standardization Program and apply to all relevant stakeholders to ensure systematic vehicle registration and classification management.
