Scope of the amended rule
- The amendment governs what equipment is required or prohibited during the weigh-in and weigh-out of jockeys.

Substantive equipment rule

- The weight allowance of 1.5 kgs. shall be strictly observed.
Original rule amended
- Before the amendment, the governing standard was based on handicap weight: the HELMET and WHIP were INCLUDED when the required handicap weight of the jockey is 54 kgs. or above, and EXCLUDED when the required handicap weight is below 54 kgs. (as referenced to BR 01-15-96).
- The amendment replaces the previous handicap-weight threshold approach for the listed equipment (HELMET, WHIP, and NUMBER CLOTH) by imposing a blanket exclusion rule.
Effectivity and publication rule
- The amended rule takes effect fifteen (15) days after publication.
- The effectivity requirement is stated as a post-publication waiting period of 15 days.
Adoption and formal basis
- The PHILRACOM Board adopted the amendment on October 13, 2000.
- The amendment was made in response to a request by the Jockeyas Association concerning the use of helmet, whip, and number cloth in jockey weigh-in and weigh-out.
