A

Original Provisions Under the 1981 CSC Guidelines

  • Section 11 of the 1981 Civil Service Commission (CSC) Guidelines stated:
    • BNS eligibility is classified as a first-level eligibility.
    • This eligibility may be considered for appointment to positions not requiring written examinations.
    • Appointment consideration requires experience comparable to that acquired as a BNS.
    • Other requirements of the position must also be met.

Need for Amendment Due to Changing Qualification Standards

  • Recent changes in government qualification standards have eliminated positions in the career service where BNS eligibility was deemed appropriate.
  • This development necessitated rationalizing the grant of BNS eligibility to align with current standards.

Amended Guidelines on the Grant of BNS Eligibility

  • CSC Resolution No. 002625 dated November 22, 2000 amended Section 11 of the CSC Guidelines as follows:
    • BNS eligibility remains a first-level eligibility.
    • It may be considered for appointment to positions which do not require written examinations.
    • The appointee must meet the education, training, experience, and other requirements of the position.

Effectivity and Authority

  • The amendment was adopted on January 26, 2001.
  • Signed by Corazon Alma G. De Leon, Chairman of the Civil Service Commission.

This amendment rationalizes the scope of BNS eligibility to ensure appointments are based on a comprehensive evaluation of qualifications beyond experience alone, reflecting current government standards and practices.
