Documentary Requirements for Registration of Imported Cosmetic Products

  • Submission of a qualitative composition statement ordered from highest to lowest component is mandatory.
  • An approved certificate of registration from the product's country of origin or a certified copy must be presented.
  • If the country of origin lacks a cosmetic registration scheme, imported products must comply with documentary requirements for locally produced cosmetics.
  • Importers retain the right to comply voluntarily with local cosmetic product requirements regardless of country of origin registration status.

Registration of Multi-Variant Products

  • As of January 1994, cosmetic products with a common base formula sold in multiple variants (e.g., colors) can be registered under a single Certificate of Registration.
  • The single certificate will cover all variants provided each color variant complies with existing regulatory guidelines.
  • Detailed implementation procedures will be announced before the enforcement date.

General Provisions

  • These amended guidelines result from the consultation between the Cosmetic Industry and BFAD.
  • The memorandum aims to streamline and clarify the cosmetic product registration process while maintaining regulatory standards.
  • The amendments are officially adopted as of September 7, 1993, and signed by the Director of the Bureau of Food and Drugs.
