Role of MARINA and PPA in Shipping and Ports
- The Maritime Industry Authority (MARINA) and the Philippine Ports Authority (PPA) are the primary government agencies responsible for shipping and ports development, respectively.
- These agencies' effectiveness is enhanced when they have proper representation within each other's governing boards.
Legal Authority for Reorganization
- Presidential Decree No. 1416 grants the President continuing authority to reorganize national government entities, including government-owned and controlled corporations.
Amendment to the Composition of Boards
- Section 7 of Presidential Decree No. 474 (governing MARINA) and Presidential Decree No. 857 (governing PPA), as amended, are further amended.
- The amendment requires inclusion of the Philippine Ports Authority General Manager in MARINA's board.
- Similarly, the Maritime Industry Authority Administrator is to be included in PPA's board.
Rights and Allowances of New Board Members
- The Philippine Ports Authority General Manager and the Maritime Industry Authority Administrator, or their duly designated alternates, become regular members of the respective boards.
- They shall be entitled to receive per diems and allowances as authorized by law for their service on the boards.
Immediate Effectivity
- The Executive Order takes effect immediately upon its promulgation.
