Coverage of the Procurement System

  • Applies to all national government agencies, State Universities and Colleges, government-owned/controlled corporations and subsidiaries.
  • Local government units may opt to participate voluntarily.
  • Agencies can procure directly for urgent needs if delays occur, following accounting and auditing rules.

Operating Procedures for Procurement

  • Prescribed by the Procurement Service in coordination with DBM's Systems and Procedures Bureau and approved by the Procurement Policy Board.
  • Requires annual agency procurement programs for new supplies and equipment.
  • Procurement appropriations must be included in the agency’s annual Work and Financial Plan.
  • Quarterly allotments and monthly funding warrants depend on these plans.
  • Funding deficits may be covered by savings from appropriate lump-sum funds as determined by DBM.

Repealing Previous Inconsistent Regulations

  • Revokes or modifies prior circulars including Procurement Council Circular No. 1 and related joint circulars and memoranda that are inconsistent with this Executive Order.

Effectivity Clause

  • The Executive Order takes effect immediately upon issuance on June 2, 1989.
