The amendment of DENR Administrative Order No. 2007-29 requires all land surveys and mapping activities for disposition, registration, and other purposes to be conducted by qualified Geodetic Engineers, with a national database being created to validate their credentials.

Qualifications of Authorized Geodetic Engineers

  • Must hold a valid registration from the Professional Regulation Commission (PRC).
  • Must possess a valid PRC identification card.
  • Must have a current professional tax receipt (PTR).
  • Must have a tax identification number (TIN).

Exceptions for Government Geodetic Engineers

  • Geodetic Engineers employed by the government may conduct surveys specifically for government projects.
  • Such surveys require authorization either through a court order or from authorized officials of the agency concerned.
  • Government Geodetic Engineers are still subject to the requirements of valid PRC registration, PRC identification card, and TIN; however, the PTR requirement is waived for them.

Creation and Maintenance of a National Database

  • The Land Management Bureau (LMB) is tasked with creating a national database of practicing registered Geodetic Engineers.
  • The database must include the PRC registration number and date of issuance for each engineer.
  • Data collection will be supplied by regional Land Management Services (LMS) offices.
  • Validation of the database will be done jointly by the LMB and the PRC-Board of Engineering.
  • An official listing of authorized Geodetic Engineers will be provided by the LMB to all regional LMS offices for reference.

Repealing Clause

  • Any previous DENR orders, memorandum circulars, or other issuances that conflict with this amendment are repealed, amended, or superseded accordingly.
  • All other provisions of DENR Administrative Order No. 2007-29 shall remain in force.

Effectivity Clause

  • The amended order shall take effect fifteen (15) days after its publication in a newspaper of general circulation.
  • Effectivity is also contingent upon the acknowledgment of receipt of a copy by the Office of the National Administrative Register (ONAR).
