Election of Officers and Representation

  • The Congress elects at least President, Secretary, Treasurer, and other officers representing various tourism sectors: accommodation, transportation, travel and tours, MICE (Meetings, Incentives, Conventions, Exhibitions), estate development, and others.
  • Equitable geographical representation from Luzon, Visayas, and Mindanao is mandated.
  • Only high-ranking officials of accredited enterprises can be elected as officers.
  • The Congress will establish a Secretariat.
  • The Secretary of Tourism presides over election of the President.

Constitution and By-laws

  • The Tourism Congress shall adopt and ratify its Constitution and By-laws.
  • These must be consistent with the Department of Tourism Rules.

Nomination to Tourism Board

  • The Congress nominates 3 candidates per sector for the Tourism Board.
  • The sectors include:
    1. Accommodation enterprises
    2. Travel and tour services
    3. Land, air, and sea tourist transport
    4. Conventions, meetings, incentives, exhibitions/events and suppliers
    5. Other accredited tourism enterprises
  • Equal geographic representation is encouraged.

Nomination to TIEZA Board

  • The Congress recommends 3 candidates per sector to the Tourism Infrastructure and Enterprise Zone Authority Board.
  • Sectors include:
    1. Tourism estate development and management services (defined as integrated resort complexes with infrastructure and public utilities managed as a single unit)
    2. Accommodation enterprises
    3. Travel and tour enterprises
    4. Land, air, and sea tourist transport
    5. Other accredited tourism enterprises

Nomination to DFPC Board

  • The Congress nominates at least 6 candidates for the Designated Funds and Projects Committee Board from among its members.

Qualifications of Nominees

  • Must be Filipino citizens.
  • Have recognized competence in business management, marketing, finance, tourism or related fields.
  • Must represent an accredited tourism enterprise at selection and appointment.
  • Must be high-ranking officials of said enterprises.
  • Must have authorization from their company’s governing Board.

Transmission of Nominations

  • Within 30 days from election, nominations must be transmitted through a Board Resolution to the Secretary of Tourism.
  • Board Resolution certifies nominees meet qualification criteria.
  • Secretary endorses to the President of the Philippines.

Representation to Tourism Coordinating Council

  • The Congress designates its representative to the Tourism Coordinating Council.
  • Representative must be a high-ranking official of an accredited or registered tourism enterprise.

Functions and Meetings

  • Serves as private sector consultative body assisting government in tourism policy, planning, and coordination.
  • Shall meet annually to fulfill its mandate under the Rules.

Supersession and Effectivity

  • This amended provision supersedes the previous Tourism Congress created under the 2009 Implementing Rules.
  • Takes effect immediately upon publication.
