- The amended rule fixes the minimum inland-water primary productivity level for the good growth of planktivorous species such as tilapia, carp, and milkfish.
- The minimum thresholds are cumulative alternatives expressed in the amended text: 10gC/m3 or 33,000 cells per ml.
Primary productivity standard for inland waters
- Section 13[c] requires that primary productivity in inland waters be sufficient to support the good growth of planktivorous species.

- Alternatively, the minimum cells concentration must not be less than 33,000 cells per ml.
- The standard specifically applies to inland waters intended to support the good growth of tilapia, carp, and milkfish.
