- Identification certificate of Philippine citizen fee raised sharply from P10.00 to P100.00.

Exemptions from Fees
- Aliens admitted as religious missionaries are exempted from paying monthly extension fees due from temporary visitors.
- No fee is charged for a passport visa granted to foreign government officials, their families, attendants, household helpers, and employees.
- No fee is charged for a passport visa for non-immigrants in transit to destinations outside the Philippines.
Legal Effect and Repeal Clause
- Any laws, orders, rules, or regulations conflicting or inconsistent with this decree are repealed or modified accordingly.
- The decree took effect immediately upon issuance.
