Presidential Decree No. 1534 amends the Philippine Medical Technology Act of 1969 to address hindrances in the functions and duties of the Department of Education and Culture and the Department of Health, as well as negative impacts on the practice of anatomic and clinical pathology by qualified physicians.

Qualifications for Members of the Medical Technology Board

  • Members must include qualified professionals.

Repeal of Certain Provisions

  • Subparagraphs (g) and (i) of Section 11 of the amended Republic Act No. 5527 are repealed.

Accreditation of Medical Technology Schools and Training Laboratories

  • Schools of Medical Technology approved by the Department of Education and Culture in coordination with the Board of Medical Technology.
  • Laboratories for training approved by the Department of Health through the Bureau of Research and Laboratories, in conjunction with the Board of Medical Technology.
  • Laboratories must be properly equipped with qualified personnel.
  • Required capability to perform procedures in Clinical Chemistry, Microbiology, Serology, Parasitology, Hematology, Blood Banking, Clinical Microscopy, and Histopathologic techniques.
  • Training scope must be sufficient in these laboratory procedures.

Repealing Clause

  • All Executive Orders, Decrees, Rules, and Regulations inconsistent with this Decree are repealed, amended, or modified accordingly.
  • Explicit exceptions: Medical Act of 1959 (Republic Act No. 2382 as amended), Clinical Laboratory Act of 1966 (Republic Act No. 4688), Blood Banking Law of 1956 (Republic Act No. 1517), and their related rules and regulations remain effective.

Effectivity

  • The Decree takes effect immediately upon signing on June 11, 1978.
  • Signed by President Ferdinand E. Marcos and Presidential Executive Assistant Jacobo C. Clave.
