Per Diem Rates and Geographic Classification
- The per diem amounts are fixed within minimum and maximum limits as follows:
- Greater Manila Area (including Manila, Quezon City, Caloocan City, Pasay City, Makati, Mandaluyong, San Juan, Pasig, Parañaque, Marikina), Baguio City, Tagaytay City, Bacolod, Iloilo, Davao, Cebu, and other first class cities: Minimum ₱30 – Maximum ₱35.
- Other chartered cities: Minimum ₱25 – Maximum ₱30.
- Places other than cities: Minimum ₱20 – Maximum ₱25.
Transportation Expenses and Daily Allowances
- Officers and employees are entitled to reimbursement for transportation expenses for travel to and from their official destination.
- They receive a daily allowance while in the field to cover incidental transportation and other minor expenses:
- ₱10 per day for chartered cities.
- ₱5 per day for all other places outside chartered cities.
Representation Expenses
- Department Heads have the authority to authorize the granting of representation expenses when necessary.
- Such authorization is subject to existing governmental rules and regulations governing representation expenses.
Implementation and Effectivity
- The rules and regulations to govern the payment and implementation of the decree are promulgated by the Commissioner of Audit.
- The decree took effect immediately upon issuance on November 26, 1973.
- To facilitate implementation, the Commission on Audit issued General Circular No. 127 on the same date to regulate the payment of travel expenses for government officers and employees within the Philippines.
