Law Summary
Permitted Racing Days
- Horse races can be held on Sundays except those specifically reserved under the Act.
- Twenty-four Saturdays may be determined by the Commission on Races for holding races.
- Horse races are also permissible on legal holidays with exceptions.
Prohibited Racing Days
- Horse races are prohibited on the Thursday and Friday of Holy Week.
- Races cannot be held on July 4 (Independence Day) and December 30 (Rizal Day).
Reserved Racing Dates for Charitable Institutions
- Second Sunday and first Saturday afternoon of each month: Reserved for the Philippine Anti-Tuberculosis Society.
- Fourth Sundays of February, April, June, August, October and third Sunday of December: Reserved for the Philippine Charity Sweepstakes Office.
- Fourth Sundays of January, May, July, and September and second Saturday afternoon of January, April, July, and October: Reserved for White Cross, Inc.
- Fourth Sunday of March: Reserved for the Grand Derby Race held by the Philippine Anti-Tuberculosis Society.
Other Charitable and Civic Racing Days
- Other Saturday afternoons are reserved for charitable, relief, or civic purpose races authorized by the President of the Philippines.
Apportionment of Rainy Days
- Rainy days assigned to private licensed individuals/entities by the Games and Amusements Board are proportionally distributed among authorized racing clubs and race tracks annually.
Financial Guarantees for Charitable Institutions
- Charitable institutions must receive a guaranteed amount from the hosting racing club (Philippine Racing Club, Inc. or Manila Jockey Club, Inc.).
- The guaranteed amount is based on the average income these charitable institutions received from the Manila Jockey Club, Inc. during the 12 months immediately before the scheduled races.
- This guaranteed amount must be deposited in cash or by certified check with the Games and Amusements Board two days before the charitable race date.
Effective Date
- The amended provisions shall take effect immediately upon approval of the Act.
