Amendment of Proclamation No. 255 for Housing

Proclamation No. 1606 is issued upon recommendation of the Secretary of Environmental and Natural Resources.
Proclamation No. 1606 reserves the segregated portion “for socialized housing site purposes” for disposition in favor of Tarlac Veterans Homeowners Association, Inc. (TARVETAS) pursuant to Republic Act No. 274.
Proclamation No. 1606 ties the reservation and disposition to the provisions of Republic Act No. 274 in relation to the Public Land Act.
Proclamation No. 1606 expressly amends Proclamation No. 255 (June 3, 1964) by segregating portions of land and reserving the segregated portion for a housing-site purpose.

Proclamation No. 1606 amends Proclamation No. 255 to segregate a specific portion of the Camp reservation.
The segregated portion is reserved for socialized housing site purposes.
The reserved land is open for disposition in favor of the members of the Tarlac Veterans Homeowners Association, Inc. (TARVETAS).

Proclamation No. 1606 segregates portions of land embraced in the original Camp General Servillano Aquino Military reservation having a total area of Fifty Nine Thousand Six Hundred Two (59,602) square meters.
The segregated and reserved area is identified as LOT 9384-B-2-A, Psd-03-116890.
The reserved lot is located in Barangays San Rafael, San Miguel and Armenia, City of Tarlac, Province of Tarlac, Island of Luzon.
The proclamation defines the lot by boundaries, bearings, distances, and survey identifiers, including:
- Compania General de Tobacos de Pilipinas along the SE, line 1-2;
- Lot 9384-A (Bureau of Animal Industry) along the SW, lines 2-3-4-5;
- Lot 9384-B-2-B along the relevant subdivision-plan line segment;
- Lot 4358 Tarlac Cadastre along the W, line 6-7; and
- Lot 1, Bsd-03-112804 along the NE, line 7-1.

Proclamation No. 1606 reserves the segregated parcel for socialized housing site purposes.
The reserved parcel is open for disposition in favor of the members of TARVETAS.
Disposition in favor of TARVETAS members is made pursuant to Republic Act No. 274 and in relation to the Public Land Act.
The reservation is carried out subject to any private rights, if there be any, affecting the parcel of land.

Proclamation No. 1606 amends Proclamation No. 255 by changing the treatment of a segregated area within the Camp’s land.
The amendment segregates LOT 9384-B-2-A, Psd-03-116890 from the larger reservation context and keeps it reserved for socialized housing site purposes.
Proclamation No. 1606 makes the reserved parcel available for disposition to TARVETAS members, consistent with Republic Act No. 274 and the Public Land Act framework.
Proclamation No. 1606 recognizes that the disposition is subject to private rights, if any, which may affect the parcel.

Proclamation No. 1606 provides that the parcel is Lot 9384-B-2-A of the subdivision plan Psd-03-116390.
Proclamation No. 1606 states that the subdivision portion is a portion of Lot 9384-B-2, Bsd-03-002804 L.R.C. Rec. No. (as stated in the proclamation’s lot description).
Proclamation No. 1606 gives the beginning point reference as “Beginning at a point mark ‘1’ on the plan being S. 85 deg. 02’E., 1979.57m. from BMM No. 77, Tarlac Cadastre.”
Proclamation No. 1606 specifies bearings and distances from the beginning point through numbered lines 1-2 through 7-1 to the point of beginning, resulting in the stated area of 59,602 square meters (more or less).
Proclamation No. 1606 states that bearings are true and identifies survey dates: original survey June 1932–May 1937 and subdivision survey July 18, 2001, with approval on September 14, 2001.
