Salary Adjustments and Substitution for Government Employees on Scholarship
- Government employees who are pensionados and whose annual salaries exceed P4,200 shall receive the difference between their salary and the fixed scholarship allowance of P4,200.
- The difference is paid by the government office where the employee is assigned.
- With approval from the Office of the President, a substitute may be appointed to fill in for the pensionado.
- The substitute’s salary must not exceed P4,200 per annum or the actual salary of the pensionado if it is less than P4,200.
Employment Status and Leave Benefits of Scholarship Recipients
- Government employees granted scholarships are considered on special duty outside the Philippines (in the United States or other foreign countries) during their scholarship period.
- They are entitled to commutation of any accrued leave they earned before the enactment of Commonwealth Act No. 220, recognizing their continuous service status despite being abroad on scholarship.

- The amendments to paragraphs 17 and 18 of Executive Order No. 303 were executed by President Elpidio Quirino under the authority vested in him by law.
- The order was signed on December 7, 1953, formalizing the updated rules on appointment, supervision, and benefits for government pensionados.
