Legal basis and amendments made

Policy and purpose
- Presidential Decree No. 1102 states that Kabataang Barangay youth organizations were established under Presidential Decree No. 684 throughout the country.
- The decree declares the need to broaden the age coverage of members and officers of Kabataang Barangay.
- The decree states that the age increase is meant to encourage participation and involvement of a larger number of youth in Kabataang Barangay activities.
Kabataang Barangay membership and composition
- Section 1 provides that every barangay throughout the land shall have a barangay youth organization known as “Kabataang Barangay.”
- Section 1 defines Kabataang Barangay as composed of all residents of the barangay who are twenty-one (21) years of age or less.
- Section 2 provides that the affairs of Kabataang Barangay shall be administered by a barangay youth chairman together with six (6) barangay youth leaders.
- Section 2 requires that the barangay youth chairman and barangay youth leaders be at least fifteen (15) years of age but not more than twenty-one (21) and be actual residents of the particular barangay.
- Section 2 provides that these officials are chosen by the barangay youth assembly from among its members at a meeting called for the purpose.
Barangay youth assembly registration coverage
- Section 3 provides that the barangay youth assembly is composed of residents of the barangay who are at least fifteen (15) years of age but not more than twenty-one (21).
- Section 3 requires that the residents in the barangay youth assembly must be registered in the barangay list contemplated by Section Four of Presidential Decree Numbered Two Hundred and Ten dated June Eight, Nineteen Hundred and Seventy-Three.
Provisions on time of effect
- Section 4 makes immediate effectivity the operative rule for Presidential Decree No. 1102.
