Presidential Decree No. 1579 amends the organizational structure of the Ministry of Agriculture in the Philippines to establish a more cohesive and integrated administrative machinery for the implementation of agricultural development programs in the country.

Establishment and Structure of Regional Offices

  • The Ministry shall establish ministry-wide regional offices per the Integrated Reorganization Plan.
  • Each regional office led by a Regional Director, assisted by two Assistant Regional Directors focused on livestock production and crop production, respectively.
  • Regional offices for the Bureau of Forest Development, Bureau of Fisheries and Aquatic Resources, and Bureau of Lands are also established in accordance with the Integrated Reorganization Plan and a specific Letter of Implementation.
  • The Bureau of Mines will set up regional offices based on its requirements, subject to approval from the President.

Implementation and Reorganization Procedures

  • The Minister of Agriculture is tasked to issue implementing orders for reorganization.
  • Orders to cover organizational structures and staffing patterns of central, regional, and provincial offices.
  • Implementation subject to concurrence with the Ministry of the Budget and consultation with the Presidential Commission on Reorganization when necessary.
  • Minister authorized to reassign existing personnel among various offices within the Ministry.
  • Reallocation of existing research, experimental, and similar stations/facilities to different offices is likewise authorized.

Repeal of Inconsistent Laws

  • Presidential Decree No. 547 and any other laws, decrees, or orders inconsistent with this amendment are repealed or amended accordingly.

Effectivity

  • The decree takes effect immediately upon signing.
