Functions of the Assistant Secretary for Administration

Functions of the Assistant Secretary for Planning and Operation
- Assist the Secretary and Undersecretary in planning, supervision, and coordination of technical work.
- Review long-range and annual departmental plans and programs.
- Establish project priorities and select capital projects for funding and execution.
- Evaluate performance reports and integrate project implications for aggregate planning.
- Supervise technical organization including bureaus, regions, district, and city offices.
- Advise office heads on technical needs and deficiencies.
- Assist in the formulation of technical policies related to planning, programming, and operation.
Appointment Procedure
- Both Assistant Secretary positions are appointed by the President.
- Appointment made upon the recommendation of the Secretary of Public Highways.
Legal Supremacy and Effectivity
- This decree supersedes and modifies any existing laws, decrees, rules, or regulations inconsistent with its provisions.
- Immediate effectivity upon signing.
