Justification for Inclusion of Civilian Personnel

  • Recognition of the significant role played by civilian intelligence personnel in suppressing criminality, subversion, insurrection, and rebellion.
  • Acknowledgment of the risks and dangers encountered similar to Armed Forces intelligence agents during hazardous missions.
  • Aims to raise efficiency and morale and to promote professionalism within the intelligence service.

Longevity Pay Computation and Limits

  • Longevity pay is granted in addition to the basic monthly salary.
  • Equal to ten percent (10%) of the latest salary for every five (5) years of continuous service with government intelligence services and agencies, including the now-defunct National Intelligence Coordinating Agency.
  • The total longevity pay shall not exceed fifty percent (50%) of the basic monthly salary.

Funding and Appropriation

  • Initial implementation costs to be appropriated from savings of the National Intelligence and Security Authority and the Civil Intelligence and Security Agency.
  • Subsequent funding to be included in the General Appropriations Act.

Legal Authority and Effectivity

  • Issued under the authority of the President of the Philippines as Commander-in-Chief.
  • Implemented pursuant to Proclamation No. 1081 and General Orders No. 1.
  • Effective immediately upon issuance (April 1, 1974).
