Presidential Decree No. 458 amends the Integrated Reorganization Plan to separate the Bureau of Public Highways from the Department of Public Works, Transportation and Communications, creating the Department of Public Highways to strengthen the government's public works functions and increase infrastructure production in the country.

  • Supervise, direct, evaluate, and coordinate Department operations in region.
  • Administer project execution, equipment and materials allocation.
  • Approve work programs, plans, estimates, requisitions, and personnel appointments under delegated authority.
  • Undertake design work and project studies for less complex projects.

District Offices: Composition and Functions

  • One Highway District Office per regular province; more may be created with presidential approval.
  • Implement policies, plans, and programs for construction and maintenance.
  • Coordinate with local and national units.
  • Perform research and planning analysis for infrastructure development.

Abolition of Project Execution Service

  • Infrastructure Operations Center transferred to National Economic and Development Authority (NEDA).
  • Responsible for monitoring and evaluating infrastructure project progress.

Board of Transportation Adjustments

  • Retains powers and functions except the abolition of Air Transportation Division.

Creation of Bureau of Ports and Harbors

  • Ports, Harbors, and Reclamation Division separated from Bureau of Public Works.
  • Converted into a bureau responsible for construction, maintenance, and repair of ports, harbors, shore protection works, navigational aids, dredging, clearing waterways, and reclamation.

Effectivity
