Restrictions on Minors

  • Persons under 18 years old are restricted from entering internet cafes and similar establishments during school hours (6:00 AM to 4:00 PM), except for research or schoolwork with valid ID and school schedule authorized by the school principal.
  • Minors are allowed to enter and play games from 4:00 PM to 10:30 PM on weekdays.
  • These restrictions do not apply during weekends, special holidays, semestral breaks, or vacations.
  • Barangay curfews on minors must always be observed.
  • Adults are generally allowed entry, subject to other applicable provisions.

Penalties

  • Criminal penalties: Owners, proprietors, or managers violating the policy may be fined up to Php 5,000 and/or face imprisonment up to one year.
  • Administrative fines are graduated:
    • First offense: Php 3,000 fine
    • Second offense: Php 5,000 fine plus confiscation of units
    • Third offense: Php 10,000 fine plus closure of establishment and confiscation of units

Business Requirements

  • To secure a business license, owners must submit:
    • Barangay Clearance
    • Other requirements as per Business Permit and Licensing Office (BPLO)
    • Certificate of membership from a government-accredited association of internet cafes or a duly accredited NGO (with 6 months grace period for compliance)
  • Physical establishment standards:
    • Front windows and doors must be made of clear glass with no obstructing materials like posters
    • Alarm systems must be installed
    • Surveillance cameras to monitor operations must be installed within one year

Implementing Agencies

  • The ordinance is implemented by the Task Force Disiplina (established under Ordinance No. 92, Series 2013) and the Business Permit and Licensing Office of Valenzuela City.
  • The City Mayor's Legal Department is tasked with issuing implementing rules and regulations.

Effectivity

  • The ordinance takes effect 15 days after its publication in a newspaper of general circulation.
