- Protective Security: State of being secured from danger, including means to guard against security hazards.
- Threat: Indication or intention to inflict harm or damage, usually illegal and coercive.
- Threat Assessment: Verification process of an actual threat to an individual.
- Emergency Situation: Existing danger causing loss or imminent threat to life/property.
- Special Action Force (SAF): Elite unit for civil disturbance, internal security, hostage rescue, and special ops.
- Regional/Provincial Mobile Group: Units for anti-terrorism and counterinsurgency operations.
- VIP: Government officials, foreign dignitaries, and private individuals authorized protective security.
Policy Guidelines
- Automatic protective security detail to highest officials: President, Vice President, Senate President, Speaker, Chief Justice, Secretary of National Defense, Secretary of Interior and Local Government.
- Protective security for others only if actual, imminent threats exist.
- Security can be withdrawn anytime due to PNP needs or violations.
- Written request required stating threats; threat assessment conducted by designated PNP intelligence units.
- Threat reassessment 15 days before detail expiration; detail terminates if threat no longer exists.
- Maximum detail period: six months (non-exempt persons), extendable by another six months upon confirmation.
- Approval authorities: Chief, PNP (up to six months), Chairman, NAPOLCOM (beyond six months).
- Emergency detailing possible by Regional Directors or PSPG for limited periods.
- Protective security detail must not exceed 5% of local police strength.

Operational Guidelines

- Requests for private individual security subject to threat verification.
- Protective detail for foreign diplomats upon written request via Department of Foreign Affairs and subject to reciprocity.
Procedural Requirements
- VIP submits written request to Chief, PNP via PSPG detailing justification.
- Personnel must fulfill requirements: no pending cases, completion of VIP Security Course, appropriate rank and appointment, proper conduct, uniform adherence.
- Threat assessment conducted and approved by intelligence units.
- Orders issued assigning personnel to PSPG for protective detail.
- Processing and reporting timelines prescribed for approval and documentation.
- Personnel must report every 15 days to PSPG for reorientation and inspection.
- Upon detail completion or termination, personnel returned to original unit with official orders; failure to report constitutes AWOL.
Rescission and Effectivity
- Repeals inconsistent prior issuances.
- Effective 15 days after filing at University of the Philippines Law Center as per Executive Order No. 292 guidelines.
