Amend Order of National Artists under EO 236

Executive Order No. 435 is issued by the President pursuant to the powers vested in her by law.
Executive Order No. 435 amends Executive Order No. 236 (2003), which established the Honors Code of the Philippines and an order of precedence for honors.
Executive Order No. 435 expressly harmonizes the procedure for awarding the Order of National Artists with Proclamation No. 1001 (dated April 27, 1972), as amended by Proclamation No. 1144, and Presidential Decree No. 208.
Executive Order No. 435 also harmonizes with Republic Act No. 7356 and Section 20, Chapter 7, Title 1, Book III of Executive Order No. 292 (the Administrative Code of 1987).
Executive Order No. 435 references Executive Order No. 451 dated October 9, 1997 regarding the National Artist for Historical Literature.

Executive Order No. 236 is characterized as rationalizing the roster of civil awards and decorations to ensure consistency in conferring honors.
Executive Order No. 236 is characterized as preserving the integrity and prestige of civil awards and decorations.
Executive Order No. 236 is characterized as clarifying and definitively establishing the order of precedence of honors.
Executive Order No. 435 recognizes the need to harmonize the awarding procedure for the Order of National Artists with existing laws and administrative principles.
Executive Order No. 435 requires that National Artists receive due recognition for contributions to the cultural heritage of the country and that the spirit of excellence in the arts and letters be encouraged.

Executive Order No. 435 amends Section 5 (IV) of Executive Order No. 236 on the Order of precedence of specified national honors.
The amended Section 5 (IV) lists the following honors in sequence:
- Order of National Artists (Orden ng mga Pambansang Alagad ng Sining)
- Order of National Scientists
- Order of National Social Scientist
- Gawad sa Manlilikha ng Bayan (Award for National Living Treasures)
The amended text positions Order of National Artists within the stated order of precedence and retains the listed national honors as part of the same Section 5 (IV) grouping.
Executive Order No. 435 adds a detailed rule on advising the President on conferment of the Order of National Artists.

Executive Order No. 435 provides that Pursuant to Proclamation No. 1001 dated April 27, 1972 and Republic Act No. 7356, the National Commission for Culture and the Arts shall advise the President on the conferment of the Order of National Artist.
Executive Order No. 435 provides that the Cultural Center of the Philippines shall also advise the President on the conferment of the Order of National Artist.
Executive Order No. 435 characterizes the Order of National Artist as the highest national recognition conferred upon Filipinos who have made distinct contributions to development and promotion of Philippine culture and the arts.

Executive Order No. 435 states that the National Artist for Historical Literature, created under Executive Order No. 451 dated October 9, 1997, is subsumed under the Order of National Artists.
After the subsumption, the National Artist for Historical Literature is treated as part of the Order of National Artists for purposes of the amended Section 5 (IV) framework.
The subsumption is made within the amended section governing the Order of precedence and conferment-advisory structure for the Order of National Artists.
