Secretariat Structure and Executive Responsibility
- Executive responsibility lies with the Secretariat, tasked with implementing programs addressing the needs of overseas Filipinos.
- The Secretariat is headed by an Executive Director (rank of Department Undersecretary) and assisted by a Deputy Executive Director (rank of Assistant Secretary), both appointed by the President.
- The Secretariat is reorganized into distinct offices to enhance service delivery:
-Projects Management Office: handles promotion and implementation of overseas Filipino programs, supporting government economic diplomacy.
-Migrant Integration and Education Office: manages registration, pre-departure programs, public assistance, welfare support for emigrants, and coordination of Assistance to Nationals.
-Administrative and Finance Office: manages human and financial resources, administrative and logistical services.
-Management Information System Office: develops and maintains a computerized overseas Filipino data system to support policy and government information sharing.
-Planning, Research and Policy Office: responsible for strategic planning, programming, and policy research.
Overseas and Extension Offices
- The Commission may establish overseas representative offices beyond those specified in prior orders.
- CFO overseas offices are ideally located within Philippine Embassies or Consulates under supervision of the Philippine Ambassador or Chief of Mission.
- Extension offices are to be established in the Philippines at major exit points for emigrants, housed within Department of Foreign Affairs extension offices.
Filipino Education and Heritage Preservation
- The Commission is mandated to develop and implement policies/programs that preserve ties with younger generations of overseas Filipinos.
- These programs aim to prevent alienation from the Philippine culture and foster knowledge and values that reinforce Filipino identity.
Assistance to Nationals Program Support
- The Commission shall continuously review, formulate, and recommend policies and programs that address the needs of overseas Filipinos.
- This responsibility aligns with Administrative Order No. 182 and related Memorandum Order No. 357 concerning Assistance-to-Nationals.
Manpower Complement and Reclassification
- The Secretariat’s manpower is subject to review and adjustment to meet increased responsibilities.
- Collaboration with the Civil Service Commission and Department of Budget and Management will facilitate position reclassification.
Funding Provisions
- Initial funding for implementation shall come from available sources via the Department of Budget and Management upon request.
- Subsequent fiscal needs will be included in the Commission’s regular budget appropriations.
Repealing Clause
- All existing executive orders, rules, regulations, or parts thereof inconsistent with this order are repealed, amended, or modified accordingly.
Effectivity
- The order takes effect immediately upon approval, ensuring prompt implementation of the reorganization and new mandates.
