Legal context and policy intent
- The order is grounded on the creation of CHED by Republic Act No. 7722 dated May 18, 1994, and TESDA by Republic Act No. 7796 dated August 25, 1994, to focus on post-secondary education.
- The order recognizes that with CHED and TESDA created, the DECS can concentrate on basic (elementary and secondary) education.
- The order directs that post-secondary, vocational, and tertiary education must take a wholistic approach that includes sports as a priority component of mission.
- The order integrates CHED and TESDA into government policy-making and implementation structures for sports development.
- The order acknowledges that the Philippine Olympic Committee (POC) is the primary institution responsible for the development of elite sports for international competitions.
Amended PFSDC network under EO 63
- The amended Section 1 of Executive Order No. 63 constitutes the National, Regional, Provincial, City/Municipal and Barangay Physical Fitness and Sports Development Councils collectively referred to as PFSDC.
- The PFSDC network must act as a nationwide organizational structure to assist the Philippine Sports Commission (PSC) in planning, information dissemination, and actual implementation and monitoring of the National Policy and Program of “Sports for All.”
- The National PFSDC is composed of named officials and representatives, including Secretary of DILG as Chairman and Secretary of DECS as Co-Chairman, plus Secretary of DND, Secretary of DOLE, Chairman, CHED, and President, POC with the corresponding vice-co-chairman and co-vice-chairman roles as stated.
- The National PFSDC includes the Chairman, Philippine Sports Commission with the role of Chairman (as listed), and a Secretary-General.

- The REGIONAL PFSDC includes PNP Regional Director, Provincial Governors (as members), and President, SK Federation.
- The REGIONAL PFSDC must include Three (3) representatives of the private sector, as appointed by the Chairman.

Amended City/Municipal and Barangay councils composition
- The CITY/MUNICIPAL PFSDC is chaired by the City/Municipal Mayor (Chairman), with a PNP Representative as Vice-Chairman.
- The CITY/MUNICIPAL PFSDC includes DECS PFSS Division Supervisor as Secretary-General, plus DILG Representative (CLGO), CHED Representative, and TESDA Representative as members.
- The CITY/MUNICIPAL PFSDC includes ABC President, City/Municipal Mayors League President, and SK Federation City/Municipal Chairman as members.
- The CITY/MUNICIPAL PFSDC must include Two (2) representatives of the private sector, as appointed by the Chairman.
- The Barangay PFSDC is chaired by the Barangay Chairman (Chairman), with DECS School Principal as Vice-Chairman.
- The Barangay PFSDC includes SK Representative and Kagawad Sports Coordinator as members.
- The Barangay PFSDC includes a Homeowners Assn. Representative and must include Two (2) representatives of the private sector, as appointed by the Chairman.
Amended national sports program framework
- The amended Section 2 of Executive Order No. 64 requires the Philippine Sports Commission (PSC) to plan and implement national programs for Philippine sports based on the National Policy of Sports for All.
- The PSC must coordinate with all concerned public and private entities.
- The PSC must assist, oversee, and ensure implementation and sustainability of an integrated, comprehensive program for short, medium, and long-term action plans and a year-round calendar of activities for multi-sectoral sports through the PFSDC councils created under Executive Order No. 63.
- Each PFSDC council must implement priorities based on its individual setup priorities, sources, organizational structures, and level or competence.
- The amended Section 2 establishes sector assignments for sports within the education and sports framework, including:
- Physical Education and Basic (Elementary and Secondary) Education School Sports under DECS.
- Physical Education and Tertiary (University, Collegiate and Post- Secondary) Education School Sports under CHED.
- Physical Education and Technical/Vocational School Sports under TESDA.
- Community-based sports under DILG.
- Military Sports under DND and Philippine National Police (PNP).
- Labor Sports under DOLE.
- Elite Sports for International Competitions under POC/NSAs.
- Professional Sports under Games and Amusement Board (GAB).
- To monitor and sustain the mass-based sports policy and program, the amended Section 2 directs the named government agencies and all other concerned government entities to submit a bi-annual report on their respective sports programs and accomplishments to the Office of the President, represented by the Philippine Sports Commission.
Validity of remaining provisions; separation
- All other provisions of Executive Orders No. 63 and No. 64 (both 1993) that are not inconsistent with Executive Order No. 457 remain valid and effective.
- The amended council structures and the amended national program framework take effect as part of Executive Order No. 457 upon immediate effectivity.
