Repeal and Increase of Ceiling Prices for Imported Textiles

  • Section 3 of EO No. 373 is repealed.
  • New ceiling prices set for various categories of imported textiles including grey sheetings, grey drills, denims, cotton woven suitings, chambrays, flannels, print cloth, percale fabrics, broadcloth, sheeting, piques, and khaki fabrics.
  • Prices specified by quality, yards per pound, width, unit, importer’s price, wholesale price, and retail ceiling price.

Updated Prices for Galvanized Plain Wire

  • Section 1 of EO No. 408 is repealed.
  • New ceiling prices imposed on imported galvanized plain wire of various gauge sizes, measured per 100-pound roll, with corresponding wholesale and retail ceiling prices.

Revised Ceiling Prices for American and Canadian Flour

  • Section 1 of EO No. 421 is repealed.
  • New ceiling prices set for imported American flour (first, second, third class) and Canadian flour, with wholesale and retail price limits established for 50-pound bags.

Repeal and Reset Ceiling Prices for Reinforcing Mild Steel Bars

  • Sections 1 and 2 of EO No. 427 concerning sizes and maximum selling prices for reinforcing mild steel bars and ASTM A-15-39 billet steel are repealed.
  • New ceiling prices fixed for various sizes of commercial and structural reinforcing steel bars (plain round, round corrugated, round and square deformed), prices indicated per kilogram.

Tax Inclusion in Ceiling Prices

  • The ceiling prices incorporate:
    • 17% special excise tax on Foreign Exchange,
    • 7% sales tax,
    • 1% municipal tax for construction materials and textiles,
    • 7% sales tax and 1% municipal tax for American and Canadian flour.

Immediate Effectivity

  • The Order takes effect immediately upon promulgation.
  • Signed by President Elpidio Quirino on May 29, 1951, with execution authority delegated to the Acting Assistant Executive Secretary.
