Pre-existing Sports Development Structure
- Executive Orders No. 63 and 64 (1993) initially established the Physical Fitness and Sports Development Councils (PFSDC) at multiple government levels.
- These Councils were created to implement and monitor the National Policy and Program of aSports for All.
Inclusion of CHED and TESDA in Sports Policy and Implementation
- The amendment mandates inclusion of CHED and TESDA in the organizational and policy-making structures of sports development.
- Recognizes the Philippine Olympic Committee (POC) as the primary institution responsible for elite sports development at international competitions.
Composition of Physical Fitness and Sports Development Councils (PFSDC)
National PFSDC: Chaired by the Secretary of the Interior and Local Government (DILG) with co-chairmen including key secretaries from DECS, DND, DOLE, and co-vice chairmen from CHED, POC, and PSC.
Members include representatives from the Senate and House Committees on Sports, League Presidents (provinces, municipalities, cities), Presidential Adviser on Sports, PNP Director-General, TESDA Chairman, and six private sector appointees.
Regional PFSDC: Led by the DILG Regional Director with co-chair DECS Regional Director and vice-chair DND representative.
Includes heads/directors from PSC, CHED, TESDA, PNP, provincial governors, SK Federation President, and private sector appointees.
Provincial PFSDC: Chaired by the Provincial Governor, vice chair Provincial Vice-Governor, secretary-general DECS Division Superintendent.
Comprises representatives from DILG, CHED, TESDA, DND, PNP, League of City/Municipal Mayors President, SK Federation President, and private sector appointees.
City/Municipal PFSDC: Chaired by the City/Municipal Mayor.
Includes PNP Representative as vice-chair, DECS PFSS Division Supervisor as secretary-general, DILG, CHED, TESDA representatives, ABC President, Mayors League President, SK Federation City/Municipal Chairman, and private sector appointees.
Barangay PFSDC: Chaired by the Barangay Chairman with DECS School Principal as vice-chair.
Membership includes SK Representative, Kagawad Sports Coordinator, Homeowners Association Representative, and private sector appointees.
National Program Implementation
- Philippine Sports Commission (PSC) is tasked to plan and implement the national sports program based on the National Policy of Sports for All.
- Ensures an integrated, comprehensive program covering short, medium, and long-term actions aligned with year-round calendar activities.
- Coordination with all government levels and private entities is mandated.

Reporting and Monitoring
- All concerned government agencies and entities are directed to submit bi-annual reports on their sports program activities and accomplishments.
- Reports are to be submitted to the Office of the President and overseen by the Philippine Sports Commission.
Continuity and Effectivity
- All provisions in Executive Orders No. 63 and 64 not inconsistent with this amendment remain valid and effective.
- The Executive Order takes immediate effect upon issuance.
