Powers, legal basis, and predecessor amendment
- Executive Order No. 357-A is issued pursuant to the President’s powers vested “by law.”
- Executive Order No. 357-A amends Sections 1 and 2 of Executive Order No. 357 (Series of 1996).
- Executive Order No. 357-A updates the prior sharing and distribution scheme to “rationalize” distribution to concerned LGUs.
Policy, purpose, and intent
- Executive Order No. 357-A is enacted to amend the earlier Lotto Charity Fund sharing arrangement for local government units in order to rationalize the sharing and distribution scheme to the concerned LGUs.
Allocation from Lotto Charity Fund (Section 1)
- Section 1 approves a proportionate grant from the thirty percent (30%) Lotto Charity Fund in favor of local government units where lotto tickets are sold.
- Section 1 ties the approved grant to the applicable provisions on the use thereof under Republic Act No. 1169.
LGU sharing scheme (Section 2)
- Section 2 requires each concerned local government unit to receive its share of the Lotto Charity Fund under Executive Order No. 357-A as follows:
- For municipalities, the share is seven (7%) percent, to be shared on a 5:2 ratio between the municipality concerned and its province.
- For cities, the share is five (5%) percent.
Effectivity
- Executive Order No. 357-A takes effect immediately upon issuance.
