Covered municipal districts declared municipalities
- Executive Order No. 61 declares the municipal districts of Alilem, Angaki, San Emilio, and Suyo in Ilocos Sur as municipalities.
- Executive Order No. 61 declares Matungao in Lanao del Norte as a municipality.
- Each covered municipal district has realized an average annual revenue of more than four thousand pesos for the last four consecutive fiscal years ended June 30, 1962.
- The revenue condition is satisfied by certification from the General Auditing Office.
- The declared municipalities are classified as fifth class (equivalent to seventh class under Republic Act No. 2368).
Revenue standard and fiscal-year condition
- The classification depends on meeting a revenue threshold of more than four thousand pesos.
- The qualifying period is four consecutive fiscal years ended June 30, 1962.
- The threshold is based on an average annual revenue over that four-year period.
- Certification by the General Auditing Office establishes that each covered municipal district met the revenue requirement.
Classification status and effective date
- Each declared municipality is considered a fifth class municipality.
- Fifth class is expressly treated as equivalent to seventh class under Republic Act No. 2368.
- The municipal classification takes effect beginning July 1, 1962.
Continuation of local officials
- The present elective municipal district officials continue as officials of the newly declared municipalities.
- The continuation lasts until the officials’ successors are elected in the last general elections on November 12, 1963.
- The officials’ terms continue only until the duly elected successors have qualified.
Amendment, repeals, and transitory rules
- Executive Order No. 61 amends Executive Order No. 42 dated June 25, 1963.
- The continuation of officials and the effective municipal classification constitute the governing transitory arrangements for the transition from municipal district status to municipal status.
