Issuing authority, date, and effectivity
- Executive Order No. 355 is issued by the President of the Philippines.
- The order is dated July 02, 1941.
- The operative change is the modification of Paragraph (1) of Executive Order No. 335 effective upon issuance as an amendment of that paragraph.
Relationship to prior issuance
- Executive Order No. 355 specifically amends Executive Order No. 335 dated April 1, 1941.
- The amended paragraph governs the structure and operational channels of the Civilian Emergency Administration created by Executive Order No. 335.
National Emergency Commission—composition and role
- The Civilian Emergency Administration’s authority includes a National Emergency Commission.
- The National Emergency Commission is composed of: (a) the Secretary of the Department that the President may designate as Chairman, and (b) a representative of each of the Executive Departments as members.
- The Commission must, subject to the approval of the President, formulate and execute policies and plans for the protection and welfare of the civil population or the Philippines in extraordinary and emergency conditions.
- The Commission exercises general supervision and control over the officials and organizations authorized for the Administration, to the extent those officials’ duties pertain to the Administration.
How the Commission functions through named officials
- The Commission must function through the following designated officials:
- the Manager, Philippine Red Cross
- a Director of Publicity and Propaganda
- a Food Administrator
- an Industrial Production Administrator
- a Fuel and Transportation Administrator
- a National Air Raid Warden
- a Director of Communications
- The President may appoint such other officials as may be required from time to time to support the Commission’s operations.
