Authority to Authorize Use of Private Vehicles for Official Purposes
- The Sangguniang Panlalawigan, Sangguniang Panlungsod, or Sangguniang Bayan may authorize officials to use their private vehicles for official supervision, inspection, or investigation duties.
- Authorization requires the approval of the Ministers concerned.
- Officials eligible are those whose duties make the use of special transportation necessary or advisable.
Reimbursement Rates and Limitations for Private Vehicle Use
- Reimbursement is set at sixty-five centavos (P0.65) per kilometer for automobiles and jeeps.
- Monthly maximum allowances are capped according to the mileage of designated first and second-class roads connected to the provincial capital or city.
- Four mileage categories with corresponding maximum monthly allowances for different officials:
- Provinces/cities with 350+ km: Provincial Governors, City Mayors, City Engineers – P350; Provincial Treasurers – P300; District Health Officers and equivalents – P250.
- Provinces/cities with 200+ but <350 km: P320, P280, P230 respectively.
- Provinces/cities with 150+ but <200 km: P290, P260, P210 respectively.
- Provinces/cities with 75+ but <150 km: P260, P240, P170 respectively.
Allowances for Other Means of Transportation for Field Duties
- Field employees of national or provincial/city governments may receive monthly allowances for use of:
- Motorcycles: P0.25/km, max P100/month.
- Horses: P0.30/km, max P80/month.
- Bicycles: P0.15/km, max P40/month.
- Authorization and approval are required from the concerned Minister.
Exclusions from Coverage
- Provincial Auditors, Division Superintendents of Schools, and District Engineers already receiving transportation and representation allowances under existing laws are excluded.
- Exception applies for those authorized under LOI Nos. 779, 804, and 821.
Continuity of Previous Regulations
- All rules and regulations on the official use of motor vehicles or other means of transportation under Executive Order No. 31 (1954) remain valid and enforceable.
Repealing Clause
- Any rules or parts inconsistent with or contrary to this Executive Order are repealed, amended, or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon issuance on January 5, 1981.
