Duties and Functions of Sub-National Peace and Order Councils
- Chairmen responsible for management and supervision of civilian volunteer organizations
- Duties:
- Formulating plans and recommending measures to improve peace and order
- Monitoring implementation of programs and activities including Civilian Volunteer Self-Defense Organizations and counter-insurgency efforts
- Periodic assessment of peace and order situation and reporting with recommendations to NPOC Chairman
- Receiving complaints against government personnel (civilian or military), endorsing to concerned agencies, and demanding reports on actions taken
Peace and Order Council Secretariat
- Secretariat established for administrative, operational, and technical support across all government levels
- Functions:
- Prepare plans and programs for councils
- Supervise and monitor policy implementation
- Liaison and coordinate with government agencies
- Facilitate dialogue on peace and order issues
- National and regional NAPOLCOM offices serve as secretariat for NPOC and RPOC respectively
- NAPOLCOM Chairman acts as Secretary General for NPOC; regional director heads RPOC secretariat
- Provincial, city, and municipal secretariats headed by senior DLG officers, supported by regular staff
- Member government agencies to create Task Force for Peace and Order within departments
Implementing Rules and Regulations
- National Peace and Order Council empowered to issue implementing rules and regulations for the order's objectives
- Chairman of the Peace and Order Council may issue directives and guidelines upon Presidential authorization to ensure effective implementation
Effectivity
- The Executive Order takes effect immediately upon issuance
