Financial Independence of the NPO
- NPO’s budget appropriations under the General Appropriations Act (GAA) are limited to its own income.
- The NPO shall not receive additional financial support from the government beyond its income.
Guidelines for Outsourcing Printing Services
- The Philippine Information Agency Director General is tasked to formulate guidelines and safeguards.
- Guidelines aim to regulate government agencies’ engagement with private printers for accountable and standard forms.
- These guidelines apply particularly when the NPO cannot match private providers in price, quality, or timeliness.
Revocation of Inconsistent Issuances
- All prior executive orders, issuances, rules, or regulations inconsistent with this order are revoked, amended, or modified accordingly.
Effectivity Provision
- This Executive Order takes effect immediately upon publication in a newspaper of general circulation.
