Environmental Protection as a Paramount Consideration in Mining Operations

  • Protection of the environment is mandated at every stage of mining activities.
  • Mining operations must incorporate mitigation and progressive rehabilitation measures as integral components.
  • Decommissioning and final mine rehabilitation must be secured by appropriate environmental financial sureties to ensure compliance and restoration.

Safeguarding Ecological Integrity and Community Rights

  • Ecological integrity of mining-affected areas, including biodiversity and small-island ecosystems, shall be preserved to safeguard public welfare, safety, and environmental quality.
  • The rights of affected communities, particularly Indigenous Cultural Communities, are emphasized.
  • The Free and Prior Informed Consent (FPIC) of these Indigenous Cultural Communities is required and protected in relation to mining operations.

Repealing Clause

  • All previous executive orders, rules, regulations, and issuances inconsistent with this order are repealed or modified accordingly.

Effectivity

  • The provisions of this Executive Order take effect immediately upon issuance on April 20, 2004.
