Corazon C. Aquino's Executive Order No. 125-A reorganizes the Department of Transportation and Communications, clarifying its powers and functions to enhance the development and regulation of transportation and communication systems across the nation.

Appointment and Responsibilities of Department Officials

  • Four Undersecretaries appointed by the President upon recommendation by the Secretary.
  • Eight Assistant Secretaries appointed similarly, each responsible for defined offices and services:
    • Administrative and Legal Affairs
    • Finance and Comptrollership
    • Planning and Project Development
    • Management Information Service and Project Management
    • Land Transportation
    • Postal Services
    • Telecommunications
    • Air Transportation
  • Each service led by a service chief appointed by the President.

Structural Organization of the Department

  • Comprises the Offices of the Secretary, Undersecretary, Assistant Secretaries, regional offices, and attached agencies.
  • The Office of the Secretary directly supervises regional offices.
  • Responsible for policy development and implementation.

Department Regional Offices

  • Three regional offices per administrative region: Land Transportation, Telecommunications, Postal Services.
  • Abolishes corresponding prior regional offices and transfers their functions.

  • Register vessels, oversee safety regulations, and certifying seamen.
  • Enforce maritime laws and regulations, deputize enforcement agencies.
  • Issue licenses to seamen and pilots; set water transport rates except where international rates apply.
  • Accredit maritime enterprises and issue continuous discharge books for Filipino seamen.
  • Establish operational rules and perform other legal functions.

Abolition, Transfer, and Consolidation of Certain Agencies

  • Land Transportation Commission abolished; its staff functions transferred to Department Proper and line functions to Regional Offices.
  • Quasi-judicial powers of the Commission transferred to the Department.
  • PNL Leasing, Inc. abolished; functions transferred to Philippine National Lines, Inc.
  • National Aero Manufacturing, Inc. and Philippine Aero Systems, Inc. abolished.
  • Civil Aeronautics Board transferred as an attached agency; Secretary of Transportation and Communications as Chairman.
  • Maritime Training Council’s certification function transferred to the Maritime Industry Authority.

Repealing Clause

  • Repeals Presidential Decree No. 890, Letter of Instruction Nos. 263 and 371, and Executive Order No. 1011 dated March 20, 1985.
  • Modifies or repeals inconsistent laws, ordinances, rules, and regulations accordingly.

Effectivity

  • The Executive Order takes effect immediately upon approval.
