Composition of Plebiscite Boards of Canvassers
- Provincial Boards consist of the Provincial Election Supervisor (Chairman), Provincial Fiscal (Vice-Chairman), and Provincial Superintendent of Schools (member).
- City Boards consist of the Election Registrar who must be a lawyer (Chairman), City Fiscal (member), and City Superintendent of Schools (member).
- District Boards in Metropolitan Manila consist of a Commission-designated lawyer (Chairman), a ranking fiscal from the municipalities (member), and the most senior district school supervisor (member).
- Members are appointed by the Commission on Elections after consultation with the Ministry of Justice and the Ministry of Education, Culture and Sports.
- Major political parties have no representation in these boards or other pre-plebiscite bodies as per the amended sections of the Omnibus Election Code.
Voting Privileges of Board of Election Inspectors
- Members of the Board of Election Inspectors may register and vote in the precincts where they are assigned, provided they are residents and registered voters in the same city or municipality.
Prohibition on Appointment of Barangay Officials
- Barangay officials are prohibited from being appointed as members of the Board of Election Inspectors.
- They are also barred from acting as official watchers for major registered political parties or any socio-civic, religious, professional, or similar organizations.
Effectivity and Rulemaking Powers of Commission on Elections
- The Commission on Elections is empowered to promulgate rules and regulations necessary to implement this Executive Order and relevant parts of the Omnibus Election Code.
- Section 52, paragraph (c) of the Omnibus Election Code is amended so that such rules and regulations take effect three days after publication in at least two daily newspapers of general circulation.
Repealing Clause
- All inconsistent laws, orders, issuances, rules, regulations, or parts thereof are repealed or modified accordingly to align with this Executive Order.
Immediate Effectivity
- This Executive Order took immediate effect upon issuance on December 17, 1986.
