- Manning agencies are mandated to use the full text of the POEA-approved seafarers' employment contracts.

Information Dissemination to Accredited Employers
- Manning agencies are required to inform all accredited principals/employers about the amended terms and conditions.
- Copies of the amended provisions must be provided to these employers to ensure awareness and compliance.
Seafarers’ Receipt and Possession of Approved Employment Contracts
- Seafarers must be provided with a copy of the processed and approved employment contract prior to departure.
- Possession of such a contract is a condition for departure; seafarers cannot leave for their vessels without it.
- Airport authorities may conduct random checks to verify that seafarers have their approved contracts.
Integration into Pre-Departure Orientation Seminar (PDOS)
- Providers of Pre-Departure Orientation Seminars are instructed to include the amended terms and conditions in their training curriculum.
- This ensures seafarers are fully informed of their rights, obligations, and the pertinent employment terms before their overseas assignment.
Date of Effectivity
- The Circular takes effect fifteen (15) days after its publication in a newspaper of general circulation, ensuring the timely enforcement of these provisions.
