Definitions and Vehicle Specifications

  • Used Completely Built-up (CBU) Left-Hand-Drive (LHD) trucks with a rated Gross Vehicle Weight (GVW) > 4.5 tons but ≤ 6 tons allowed regardless of model year.
  • Used CBU LHD buses with GVW > 6 tons but ≤ 12 tons allowed regardless of model year.
  • Both categories must be accompanied by Certificates of Roadworthiness and Compliance to Emission Standards issued by country of origin at exportation time.
  • Used passenger buses that are Right Hand Drive (RHD) must be accompanied by appropriate conversion kits or specific steering components.

Importation and Release Procedures

  • Upon shipment arrival, IAC-UTE authorizes issuance of release certificates addressed to servicing banks or BOC (in Self-Funded mode).
  • Required documents for release certificate issuance:
    • Copy of Import Authority
    • Bank-certified copy of Letter of Credit (if under L/C)
    • Complete shipping documents (Commercial Invoice, Packing List, Bill of Lading, Pre-shipment Clean Report/SGS-CRF, and Certificate of Registration plus English translation)
    • Certificate of Roadworthiness and Emission Compliance from country of origin
    • Certified true copy of fully processed Import Entry Documents

Registration Procedures with the Land Transportation Office (LTO)

  • Importers must register imported used trucks and buses directly with the LTO Central Office in Quezon City.
  • Transfer of Ownership (TOO) of imported buses permitted under strict conditions, including:
    • Endorsement of TOO by IAC-UTE Secretariat to LTO upon submission of importation and transaction documents.
    • The buyer must be a bona fide franchise-holder meeting specified operational criteria.
    • Verified legal status of units involved (including cases of foreclosure/impounding).
  • Public Utility Buses (PUB) must be clearly marked "For Passenger Bus Transport Use Only".
  • Private buses must bear the marking "For Private Use Only" or similar.

Monitoring and Reporting

  • The IAC-UTE Secretariat must submit within ten days after the reference month a monthly summary report to the LTO Registration Division.
  • Report includes all import and release authorizations issued and copies thereof.

Effectivity

  • Guidelines take effect immediately upon publication in a newspaper of general circulation.
