Implementing rules by the Department of Education
- Section 2 requires the Secretary of the Department of Education, Culture and Sports to issue rules and regulations needed to carry out the purpose of the Act.
- Section 2 makes the Secretary’s issuances the mechanism for implementing the Act’s operational requirements.
Funding and appropriation source
- Section 3 provides that the amount necessary to carry out the Act is funded from appropriations authorized by Republic Act No. 7663 for the Department of Education, Culture and Sports intended for the operational expenses of newly legislated high schools.
- Section 3 requires that, thereafter, the amount needed for the school’s operation and maintenance be included in the annual General Appropriations Act.
Effectivity and constitutional operation
- Section 4 states that the Act takes effect upon its approval.
- The Act lapsed into law on June 19, 1994 without the President’s signature, pursuant to Sec. 27(1), Article VI of the Constitution.
