Prohibition under Previous Regulation
- Philippine Tobacco Board Regulation No. 2-75 prohibited growing, buying, and selling of cigar filler tobacco in areas zonified for other types of tobacco.
- This regulation was in accordance with Presidential Decree No. 628.
Grounds for Suspension
- Farmers in certain pocket areas of Ilocos Region and Central Luzon traditionally plant cigar filler tobacco despite the regulation.
- These farmers’ lands are unsuitable for the tobacco types prescribed under the decree.
- Approximately 6,154 farmers planted 3,077 hectares with expected production of 2,055,550 kilos valued at P6,166,650.
- Without relief, these farmers face economic ruin and dislocation.
Government’s Objective
- The government prioritizes promoting the economic well-being of citizens, focusing on agricultural workers.
- The suspension aims to provide relief and economic protection to affected tobacco farmers.
Specific Orders to Agencies
- Philippine Tobacco Board: Suspend enforcement of Sections 6(a) and 8(b) of Regulation No. 2-75 for Crop Year 1976 in specified areas, allowing unrestricted growing and trading of cigar filler tobacco among farmers and buyers.
- Philippine Tobacco Administration: Undertake trading operations for price stabilization if market conditions require.
- Philippine Virginia Tobacco Administration and other concerned agencies: Intensify information campaigns among farmers in affected areas to promote compliance with the objectives of Presidential Decree No. 628 as soon as possible.
