FILCAB public utility vehicles are permitted to operate out-of-line for emergency and personal use by the operator's immediate family, provided a "FOR FAMILY USE" sign is displayed and a family member is present during the trip.

Conditions for Out-of-Line Use

  • The trip must be emergency in nature OR for personal/private use by the operator’s immediate family.
  • When used for personal purposes:
    • The vehicle’s operator, spouse, parent, or direct descendant must be physically present inside the vehicle during the trip.
    • A sign clearly marked "FOR FAMILY USE" must be displayed conspicuously for the duration of the trip.

  • No need to secure the usual LTFRB permit for out-of-line operation provided conditions are met.
