Authorized Out-of-Line FILCAB Operations
- LTFRB Memorandum Circular No. 97-013 allows FILCAB public utility vehicle services to operate out-of-line.
- Out-of-line operations are allowed without securing from the Board the usual permit to operate out-of-line.
- The authorization applies when the out-of-line trip meets any of these purposes: (1) emergency in nature and/or (2) personal/private use of the immediate family of the operator.
Conditions for Emergency or Family Use
- The emergency condition must be satisfied by the purpose of the out-of-line trip being emergency in nature.
- The family-use condition must be satisfied when the vehicle is availed of for the personal/private use of the immediate family of the operator.
- When the unit is utilized for personal purposes, the operator and/or spouse, a parent, or direct descendant must be physically present inside the vehicle during the trip.
- A sign marked "FOR FAMILY USE" must be conspicuously displayed for the duration of the trip.
