Specific Allocation of Land Parcels
- 100 hectares: Additional campus for Camarines Sur State Agricultural College (CSSAC) for extension classes in various agricultural and forestry disciplines.
- 65 hectares: Agro-Shelter or modern farm-shelter projects for CSSAC officials and members.
- 50 hectares: Coconut seed garden managed by Philippine Coconut Authority and Provincial Government of Camarines Sur.
- 40 hectares: For the 9th Infantry Division of the Philippine Army, under the Department of National Defense.
- 10 hectares: Extension and housing for Pili National High School (PNHS).
- 20 hectares: Relocation/resettlement site for informal settlers, tenants, landless families affected by government projects, and families with disputed claims.
Administrative Jurisdiction and Management
- CSSAC additional campus land: Administered by the Commission on Higher Education.
- PNHS extension site: Administered by the Department of Education.
- Housing and relocation/resettlement sites: Administered by the National Housing Authority (NHA) pursuant to the Urban Development and Housing Act (RA 7279).
Creation of Local Inter-Agency Committee (LIAC)
- Composition:
- Chair: Housing and Urban Development Coordinating Council.
- Co-Chair: Provincial Government of Camarines Sur.
- Members: Department of Environment and Natural Resources, Presidential Commission for the Urban Poor.
- Purpose: Ensure smooth implementation of housing programs related to the land allocation.
Financial and Legal Provisions on Land Disposal
- NHA responsible for land disposal for socialized housing purposes.
- NHA shall reimburse the national government the value of the land upon final payment by qualified beneficiaries for socialized housing.
Legal Authority and Formalization
- Issued by President Gloria Macapagal-Arroyo by virtue of legal powers and recommendation of the Secretary of Environment and Natural Resources.
- The law was formalized and sealed in Manila on March 30, 2004.
- Executive Secretary Alberto Romulo countersigned the proclamation.
