Eligibility for Advance Swapping
- aAa sugar quedan-permits issued for crop year 2009-2010 may be voluntarily advanced swapped into aBa or domestic sugar.
Fees, Bonds, and Replenishment Requirements
- An Advance Swapping Fee of P5.00 per Lkg-Bag is imposed on the aAa quedan-permits subject to advance swapping.
- A bond of P800.00 per Lkg-Bag, payable in cash or manager’s check to the SRA, must be submitted upon application.
- The bond is forfeited if the applicant fails to replenish the swapped aAa sugar with corresponding aBa sugar not later than March 3, 2011, for Crop Year 2010-2011.
- Upon proper replenishment, the bond is refunded to the applicant.
Replenishment Eligibility
- The aBa sugar quedan-permits issued during Crop Year 2010-2011 qualify for replenishment under this regulation.
Application Process and Deadlines
- Applications for Advance Swapping must be filed with the Regulation Department of the SRA in Quezon City.
- The filing deadline is no later than August 31, 2010, for Crop Year 2009-2010.
- Late applications will not be accepted.
Application Requirements
- Requirements under Circular Letter No. 31, series of 1997-1998, relating to regular swapping applications, also apply to Advance Swapping.
Documentation and Authorization
- aAa quedan-permits subject to advance swapping must be stamped with a specific surcharge notice indicating withdrawal as aBa or domestic sugar per this Sugar Order.
- SRA will issue a Letter Authority addressed to the concerned mills/refineries authorizing the withdrawal of the aAa sugar as aBa.
Effectivity and Amendments
- The order takes immediate effect upon issuance.
- Any conflicting provisions in previous Sugar Orders, Circular Letters, rules and regulations are revised, modified, or revoked accordingly to harmonize with this order.
