Advance DL and Vehicle Reg Renewal Rules

The memorandum recognizes the issuance of five year validity Driver’s License cards and requires strict implementation of motor vehicle roadworthiness inspection prior to registration.
The memorandum responds to public complaints about long queues at licensing offices and congestion at Motor Vehicle Inspection Centers.
The memorandum provides the public reasonable time to complete transactions by adjusting renewal timing and extending MVIR validity.

Advance motor vehicle registration renewals are allowed up to two (2) months prior to expiration.
Advance driver’s license renewals are allowed up to two (2) months prior to expiration.
Renewal transactions are governed by the advance window of two (2) months prior to expiration for both registration and DL renewals.

The validity of the Motor Vehicle Inspection Report (MVIR) is extended from two (2) months to six (6) months from actual inspection.
The MVIR validity extension applies to private motor vehicles with year model five (5) years and below.
The MVIR validity extension also applies to government motor vehicles with year model five (5) years and below.
The MVIR validity extension also applies to diplomatic motor vehicles with year model five (5) years and below.
The MVIR validity extension runs for six (6) months from the date of actual inspection for covered vehicles.
